Assam ₹25,000 Monthly Support Scheme Launch With Name Atal Vichal Agragami Assam

Hello everyone! Today, I am writing about one very good news that I heard yesterday from my cousin doing his PhD from Guwahati University. Actually, the Assam Government has initiated a new scheme named “Atal Vichal Agragami Assam”, which is really very helpful for all the research students like my cousin and many others who are struggling with money problems.

So what is this scheme? Let me explain to you in simple language. Our Chief Minister Himanta Biswa Sarma had announced this on 21st January 2026 only, which means very recent news! This scheme is giving monthly money, like a stipend, to all the research scholars who are doing their PhD or MPhil in Assam. The best thing is they give ₹25,000 per month! Can you believe it? Twenty-five thousand rupees! Really, this is a big amount for students like us. And for Divyang students-meaning those who have a disability-they give even more, ₹40,000 per month. Really, this is so thoughtful of the government, no?

But why are they giving this money? You see, many of our Assamese students are going to the outside states for higher studies because they think there are no good facilities available in our state. But the government wants to stop them for some reasons. The government wants our talented students to stay in our state only and do their higher courses there. This scholarship is giving our students the opportunity to focus on their study without worrying about their meals and rent fees. My cousin told me once, he has to give tuition to the school children to get some money, so he can’t spend much time for his research. Now, he can spend time only for his work because of this scholarship scheme.

This scheme is named after our former PM, Atal Bihari Vajpayee ji. “Vichal” means movement, and “Agragami” means progress. So, basically, it is a scheme for moving forward, or to be specific, forward movement in research field. This name, I think, is quite appropriate. Don’t you think so?

Now, coming to the question, the details about whom this scheme will be available for, have not been released yet; however, they are going to launch it officially on the 11th of February, 2026. But according to the details that I have gathered, it will be available for all regular research scholars across the state, meaning across the Assam Universities. It implies that if you are either doing your full-time PhD or MPhill either in any private or public university across the Assam state, then you can avail this particular benefit; however, probably it will also be mandated that you should either be native and your age should be below 35 years, etc. But the rules are going to be released and only then can we tell the details, and that will be released on the 11th of February. We will have to wait for that only.

And as far as documents are concerned, this list hasn’t been announced yet. But as far as schemes like this are concerned, some basic documents should be ready with us. For example, your Aadhar card (this is most essential, first thing first!), your PAN card, your banking details, your domicile certificate of Assam, your caste certificate, your disability certificate if you are a Divyang student, etc., your admission letter that proves you are studying in that particular university as a research student. Additionally, your previous mark sheets, maybe your bonafide certificate from your department head, etc., may be needed. I would say that all these documents be ready with us beforehand, so that we don’t have to run about at the last moment.

The details of this particular application process are still unclear. However, I think it will be entirely an online process. This is because everything is now digital. Maybe they will start a special portal for this, or maybe it will be through Assam government’s own ‘Seva Setu’ portal. We will have to wait for their official announcement, though. That will be released sometime around 11th February. That’s when they will let everyone know everything.

I must say that I am really feeling very happy for our student community. The state of Assam really needed this kind of scheme for a long time. Many of my friends left this state to pursue their research in places like Delhi, Bangalore, Chennai, etc. The reason behind this thing was that they were not getting any sort of financial support in our state. But now, at least they can manage to pay the amount of Rs. 25,000. For the Divyang students, Rs. 40,000 really sounds a good amount. The government must be appreciated for this thinking.

There is also one more benefit which I forgot to tell you about. This scheme shall improve the quality of our University-level research too. Because if the students are provided appropriate funds, then they would also be able to purchase good books, attend the conference, undertake the field study, purchase the appropriate software, etc. Right now, many students are taking up the PhD program just for the sake of the degree because they lack resources to undertake the quality research. But the picture shall change now for sure.

Final Conclusion

Overall, it is nice to see such initiatives from the state government, namely Atal Vichal Agragami Assam. It will support many poor but talented students in fulfilling their dreams and stop the process of brain drain. It will improve research quality. And most importantly, it depicts that government is seriously thinking about this education sector. Hope they will implement it properly and money will reach to the real students on time without any corruption or middlemen.
