Andhra Pradesh Government launch Building Penalisation Scheme (BPS Scheme). The scheme gives a final chance to property owners to legalise their unauthorised and deviated structure, which was built between 1st of January 1985 to 31st August 2025.

Andhra Pradesh Government recently released a G.O. Ms. No. 225 in which the municipal administrator Urban Development Department give complete information about the scheme. Does notification was released on the 12th of November 2025. The main purpose behind the launch of the BPS Scheme in Andhra Pradesh is to make all the structures legally compliance and land the city according to Urban growth.

BPS Scheme in Andhra Pradesh state aims to change its old and unauthorised buildings into authorised and urban landscapes. This scheme was implemented in 2019 and again in 2025 after a previous successful implementation. 

The Andhra Pradesh government urged all the property owners to register their property under the BPS 2025. If anyone does not register this within the given time, then legal action will be taken. According to official till the 31st of August, they recovered 59,041 unregistered property cases registered on the portal. Real estate bodies like CREDIA, CLESA and NAREDCO to promote this scheme and give a final chance to property owners.

Key Points Of BPS Scheme in Andhra Pradesh

  • In the BPS Scheme, Andhra Pradesh properties of Municipal Corporations, Municipalities, Nagar panchayats and Gram panchayats came under the Urban development authorities (Like APCRDA, VMRDA, VK-PCPIR, UDA, IALAs) will be regulated.
  • This scheme does not apply to the buildings that came under the capital area of APCRDA.
  • This is the final chance for all the property owners of Andhra Pradesh to regularise their unregulated constructions and Plans.
  • Properties constructed between 1st January 1985 to 31st August 2025.
  • This New N Chandrababu Naidu scheme will work on Unapproved buildings of Urban and semi-urban urban to legalise.
  • Funds collected from this scheme will be used in the Renewal projects in urban areas, Flood mitigation, improve the drainage system, waste management and clearance and road construction.
  • Construction done after the 31st of August will be ineligible, and their name will be blacklisted, and legal action will be taken.

Penalisation Charges

  • The Penalisation will start after 120 days from notification if any one not register under this scheme. They have to show ownership documents, a Drawing of the structure, a Photograph and a certificate from the licensed technical personnel.
  • The Penalisation changes initially Rupees 10,000 with additional Penalisation fees calculated according to Rupees 40 to Rupees 400 per Square Ft.
  • In Flats or apartments, it will be Rupees 20,000 to Rupees 80,000, penalty will be imposed.
  • Structurally constructed before 1997 get 25% Rebate, and Slum areas get 50% Rebate.
